The IPR (injection pressure regulator) valve controls the oil pressure supplied to the injectors from the HPOP (high pressure oil pump). Once the desired oil pressure is reached the valve bleeds off excessive system pressure through the return circuit of the HPOP. A faulty IPR valve generally results in low oil pressure as the valve is bleeding off more than intended.

Vehicle systems of a faulty IPR valve would be a hard start, no start, rough running, or low power.

The IPR valve is a normally open solenoid which allows oil pressure to bleed off completely if it becomes faulty or if unplugged. Injectors associated with the IPR valve / HPOP system require a minimum of 500 psi for the injectors to fire.

On the Ford 6.0L or Navistar VT365 and Maxxforce engines the IPR valve carries an oil screen which filters deposits from the oil system, always check this screen for damage or contamination. A damaged or clogged oil screen would be a good indication of the cause of failure.

If you are experiencing a no-start or rough idle, unplug the ICP (Injection Control Pressure) sensor which will default the PCM, if the engine starts or you have smooth idle the problem will be your ICP sensor and not the IPR Valve

You can test the IPR valve using scan / diagnostic equipment which have the ability to remote operate the position of the valve. During testing the duty cycle of the IPR valve is set to minimum and maximum values. If the oil pressure does not change or is not within specifications, the IPR valve would be faulty.  This test is assuming the ICP sensor is in good working order.
